Wir haben es geschafft!
Der Verein hat einen gewählten Vorstand.

Liebe Mitglieder, Noch-Nicht-Mitglieder, Freunde und Unterstützer!

Am 25.3.2023 fand die erste Generalversammlung des neu gegründeten Vereins “Hangflug-Europa” in Fiss, Österreich, statt. Einige Mitglieder und Unterstützer waren tatsächlich vor Ort, was uns sehr gefreut hat. Die meisten hatten sich aber über Zoom zugeschaltet. Und, was wir vorher kaum zu hoffen gewagt hatten: Wir konnten alle Punkte der Agenda komplett abarbeiten!

Hier kurz zusammengefasst die Beschlüsse

Satzungsänderung:

§5: Aufnahme in den Verein
Die Mitgliedschaft kann nur von natürlichen Personen durch einen schriftlichen Antrag erworben werden. Bei Minderjährigen ist die Unterschrift des/des Erziehungsberechtigten erforderlich. Über den Aufnahmeantrag entscheidet die Vorstandschaft mit einfacher Stimmenmehrheit. Über Wiederaufnahme eines früheren Mitglieds entscheidet die Mitgliederversammlung. Der Antragsteller erhält eine schriftliche Benachrichtigung.
Im Falle der Ablehnung brauchen die Gründe der Ablehnung nicht benannt zu werden.

Der Antragstellung auf Vollmitgliedschaft in der EMFU (Statusänderung von assoziiert auf voll) wurde einstimmig zugestimmt. Auch dafür herzlichen Dank!

Mitgliedsbeitrag:
Die Mitglieder haben abgestimmt und sich auf den Jahresbeitrag von 20.- € geeinigt.

Die Meldung des gewählten Vorstands, die Satzungsänderung und das Versammlungsprotokoll sind an die zuständige Vereinsbehörde geschickt worden. Nach der Bestätigung der Änderung im Vereinsregister können wir loslegen. Unser Kassier wird euch dann über das Prozedere informieren.

Das Versammlungsprotokoll

Zuerst berichteten wir über die derzeitige Situation und Motivation, die aktuelle Lage, die Schwierigkeiten und Probleme an freien Hängen, sowohl in Österreich als auch ganz aktuell in Italien. Beispielsweise hat in der Region Bozen das Possenspiel der Bürokratie voll zugeschlagen, nachdem die regionale Naturschutzbehörde über die italienische Luftfahrtbehörde ein annähernd flächendeckendes Flugverbot für UAVs verhängt hat. Mit dem Ziel, das unkontrollierte Herumfliegen von Drohnen abzustellen – ohne zu wissen, dass luftrechtlich unter dem Begriff UAV nicht nur Drohnen, sondern alle ferngesteuerten Modelle betroffen sind.
Einer Nachfrage zufolge ging die Naturschutzbehörde nicht von einem Flugverbot für Modellpiloten aus, sondern zielte nur auf Drohnenpiloten ab! Nun starten Akteure vor Ort den Versuch, das Dilemma aufzulösen und kämpfen um das Recht dort zu fliegen, wo sie bisher auch geflogen sind.

Die meisten Hangflugregionen in der Alpenregion unterliegen der Open Category der EU-Verordnung und sind demnach auf die leidigen 120 m über Pilotenstandort und bis maximal 10 kg Abfluggewicht gedeckelt. Dass das für viele Regionen eine inakzeptable Einschränkung darstellt, ist wohl den meisten aktiven Piloten, aber leider nicht allen Akteuren klar. Zudem bedeutet die Gewichtsgrenze, dass Modelle über 10 kg zum Konturenflug in 120 m über Grund verdonnert sind. Das mag mit entsprechend ausgerüsteten Drohnen (Bodensensor usw.) machbar sein, mit Segelflugmodellen führt dies aber zu einem unsinnig erhöhten Sicherheitsrisiko.
Was kann man tun? Hangflugregionen, die bisher von Hotels und Pensionen beworben werden, können einen Verein gründen, der sich um eine Betriebserlaubnis nach Art. 16 EUV-19/947 kümmert und diese betreut. In Österreich führt der Weg der Beantragung über die Austro Control. Aber können und wollen das alle betroffenen Gastwirte? Die Augen verschließen und abzuwarten, bis irgendwann der Behördendruck zum Handeln zwingt – oder zur Aufgabe des Angebots Hangflugurlaub - ob das die richtige Strategie ist, muss bezweifelt werden!
Wir sind sicher, dass jetzt gehandelt werden muss, auch vor dem Hintergrund dass zusätzlichen Beeinträchtigungen in den Regionen durch den kommenden U-Space begegnet werden muss.

Das hat auch Helmut Kröll, der Inhaber und Betreiber der unter Modellfliegern europaweit bekannten und beliebten Tannenalm im Zillertal verstanden. Er ist Mitglied im Verein IG-Hangflug und wir werden mit ihm zusammen den Versuch starten, sein Gebiet von den Zwängen der „EU-Open Category“ zu befreien.
Das ist die erste konkrete Baustelle. Weitere folgen hoffentlich bald!

Kurz zur Erläuterung wie der zukünftige Ablauf nach der Versammlung sein wird:

liegt die Meldung "Vorstandsmitglieder" und "geänderte Statuten" bei der zuständigen Vereinsbehörde zur Genehmigung und Änderung der Eintragung im Vereinsregister vor
erst nachdem die Eintragungen nachweislich erfolgt sind, kann der Kassier ein Vereinskonto einrichten (mit dem Registerauszug in der Hand!)
bekommt ihr dann an die bei eurer Anmeldung angegebene E-Mailadresse eine Mitteilung bzw. Zahlungsaufforderung oder ein Formular für das SEPA-Lastschriftverfahren.
bekommt ihr nach Eingang eures Beitrags den Mitgliedsausweis mit einem Belegaufkleber per Post zugeschickt. In weiser Voraussicht kann er z.B. dazu dienen, bei Hangfluggebieten, die über den Verein erwirkte Bewilligungen erhalten haben, mögliche Vergünstigungen zu bekommen

Die Organisation "Finesse+" meldet: "Es ist geschafft: die Mitgliedschaft EUROMEMBER FINESSE + ist einsatzbereit!"

We have made it!
The association has an elected board.

On 25.3.2023 the first General Assembly of the newly founded association "Hangflug Europa" took place in Fiss, Austria. Some members and supporters were actually there, which made us very happy. But most of them tuned in via Zoom. And, what we had hardly dared to hope for beforehand: we were able to work through all the items on the agenda completely!

Here is a brief summary of the resolutions

Amendment of the Statutes:
§5: Admission to the Association
Membership can only be acquired by natural persons through a written application. In the case of minors, the signature of the legal guardian is required.
The Executive Committee decides on the application for membership by a simple majority of votes. The General Assembly shall decide on the readmission of a former member. The applicant shall receive written notification.
In the event of rejection, the reasons for the rejection need not be stated.

The application for full membership in the EMFU (change of status from associate to full) was adopted unanimously. Thank you very much for this as well!

Membership fee:
The members voted and agreed on the annual membership fee of 20.- €.

The report of the elected board, the amendment of the statutes and the minutes of the meeting have been sent to the responsible association authority. After the confirmation of the change in the association register we can start. Our treasurer will then inform you about the procedure.

First we reported on the current situation and motivation, the current situation, the difficulties and problems on free slopes both in Austria and very recently in Italy. For example, in the region of Bolzano, the absurdity of bureaucracy has hit full impact after the regional nature conservation authority imposed an almost area-wide flight ban on UAVs via the Italian aviation authority. The aim was to stop the uncontrolled flying around of drones - without knowing that in terms of aviation law, not only drones but all remote-controlled models are affected under the term UAV.
According to an enquiry, the nature conservation authority did not assume a flight ban for model pilots, but only targeted drone pilots! Now, local stakeholders are trying to resolve the dilemma and are fighting for the right to fly where they have been flying.

Most slope flying regions in the Alpine region are subject to the Open Category of the EU regulation and are therefore capped at the unpleasant 120 m above the pilot's location up to a maximum take-off weight of 10 kg. That this is an unacceptable restriction for many regions is probably clear to most active pilots, but unfortunately not to all actors. Moreover, the weight limit means that models over 10 kg are condemned to contour flight at 120 m above ground. This may be feasible with appropriately equipped drones (ground sensor, etc.), but with glider models it leads to an absurdly increased safety risk.
What can be done? Slope flying regions that have been advertised by hotels and guesthouses up to now can set up an association that will take care of an operating licence according to §16 and look after it. In Austria, the way to apply is through Austro Control. But can and do all affected guesthouse owners want to do this? To close one's eyes and wait until the pressure of the authorities forces one to act - or to give up the offer of slope flying holidays - whether this is the right strategy must be doubted!
We are certain that action must be taken now, also against the background of the fact that additional impairments in the regions due to the coming U-Space must be countered.
Helmut Kröll, the owner and operator of the Tannenalm in the Zillertal, which is well-known and popular among model pilots all over Europe, has also understood this. He is a member of the IG-Hangflug association and together with him we will start the attempt to free his area from the constraints of the "EU Open".
This is the first concrete construction site. More will hopefully follow soon!

Briefly to explain how the future procedure will be after the meeting:

1. the notification of "board members" and "amended statutes" has been submitted to the responsible association authority for approval and amendment of the entry in the register of associations
2. only after the registration has been verified can the treasurer set up an association account (with the register extract in hand!)

3. you will then receive a notification or request for payment or a form for the SEPA direct debit procedure to the e-mail address you provided when registering.
4. Once we have received your membership fee, we will send you a membership card with a receipt sticker by post. In wise foresight, it can be used, for example, to obtain possible benefits at slope flying areas that have obtained permits through the association.
